It’s probably an eastern coachwhip, Masticophis flagellum flagellum

This snake is found on grassy dunes, in sandy flatwoods, sandhills with pines, oaks, and wiregrass, and maritime forests. It feeds on eggs, mice, birds, snakes and lizards.

The one we saw was in wiregrass under a longleaf. The dogs found it, but its camouflage was so good they kept walking right past it. Eventually it crawled away. Very fast.
